The U.S. Minister at this Court called upon me on the 13th inst., at this office,
relative to the case
of the American
vessel "Lathley Rich". The master of which, having in the mouth of August last, when at Hongkong, discharged the ship's steward, also an American citizen, was sued before the U.S. Vice Consul at that Port, for 3 months wages,
which Ellis, the steward, claimed, on the grounds of his having been discharged
at a foreign Port. This claim
